Bill Rubis is one of the most accomplished general contractors in American beef cattle facility construction, with more than 30 years of experience spanning agricultural operations, logistics, and executive leadership. Over 18 of those years have been spent exclusively in the cattle production sector, during which time he has designed and delivered more than 500 slatted-floor covered barns across the Midwest — a body of work that has established him as a nationally recognized authority in beef cattle facility design. His background extends beyond construction into hands-on ranching, agricultural importing, and wholesaling, giving him an operational perspective that is both strategic and deeply producer-focused.
Bill founded Beef Systems of Iowa, LLC — one of the first companies in Iowa to specialize in beef cattle confinement construction — growing it to $40 million in annual sales and more than 200 employees over a decade. He subsequently served as Vice President of TenCorp Inc., where he tripled annual revenue from $10 million to $30 million in three years, achieved full OSHA compliance across all operations, and led planning for a $550 million beef processing plant. Throughout both ventures, he built his reputation on a consistent emphasis on structural durability, worker safety, and the kind of long-term facility performance that keeps producers profitable.
As Chief Construction Officer at Pergena Systems, Bill leads all construction strategy, facility design, and project execution across the company's integrated beef cattle barn campuses — each built around Pergena's "Food, Fuel, Fertility" model combining large-scale covered confinement, manure-to-renewable-natural-gas digestion, and biofertilizer systems. He serves as the critical bridge between Pergena's infrastructure vision and the practical realities of building it at scale, ensuring every campus is grounded in operational integrity, contractor-level feasibility, and producer-first design. A graduate of Columbia College Chicago with a Bachelor's degree in Business, Bill brings to Pergena both the executive depth and the field-tested expertise.
